Distribution & Wastewater Utility Worker I/II

Esparto, CA (Full Time)

Compensation: $3,940 to $6,033 Monthly DOE


The Esparto Community Services District (ECSD) is accepting applications for a regular and full-time position of Distribution & Wastewater Utility Worker. The normal work schedule is flexibly staffed from 6:30am to 5pm.

The ECSD promotes a no smoking atmosphere.


To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water and wastewater systems facilities; and to operate light and moderately heavy power driven equipment.


This is the journey level class in the Water Distribution series and is distinguished from the entry level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. 

This is the entry level to journey level class in the Wastewater Utility series.  Positions in this class typically have little directly related work experience and work under immediate supervision while learning job tasks.  Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

EXAMPLE OF DUTIES - Duties may include, but are not limited to, the following:

  • Excavate, inspect, flush, clean and repair mains, lines and laterals; perform weed abatement as necessary to clear drains, channels, and ditches.
  • Excavate concrete, pavement, and dirt and set up concrete forms as necessary, and backfill open trenches and complete surfaces “to-finish” as appropriate; remove and apply paint and other coatings to facilities and equipment.
  • Install, repair, upgrade and/or replace manholes and various valves and meters; exercise valves according to preventive maintenance schedules and test volume and pressure.
  • Set up traffic control including signs and barricades, and direct traffic around work sites. 
  • Operate a variety of equipment including large trucks and medium-sized construction equipment such as loaders, backhoes, and compressors, as well as concrete saws, mechanical sewer cleaning equipment, and hydro/vacuum trucks.
  • Clean and vacuum sewer lines and remove blockages using flusher trucks, hand rods, and high pressure water hoses.
  • Operate pipe location equipment relative to excavation, tapping and repair of mains and lines; inspect and assess breaks, leaks, and spills.
  • Read and interpret system maps and blueprints, including Underground Service Alert marking and notification.
  • Maintain lift and pumping stations, including ensuring all pumps are adequately working.
  • Perform routine preventive maintenance on tools, equipment, and vehicles used in the work and stock vehicles with adequate supply of tools and equipment needed to perform the work.
  • Use a computer to enter and retrieve information related to work assignments and record-keeping.
  • Build and maintain positive working relationships with co-workers, other County employees, and the public using principles of good customer service.
  • Perform related duties as assigned.


  • Independently perform routine semi-skilled and skilled work in the construction, maintenance, and repair of water systems facilities.
  • Learn to perform unskilled and semi-skilled tasks in a variety of utility construction and maintenance activities; perform heavy manual labor.
  • On a continuous basis, know and understand operations, and observe safety rules.  Intermittently analyze problem equipment; identify and locate equipment; interpret work orders; remember equipment location; and explain jobs to others.
  • Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing installation of equipment; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less.
  • Communicate clearly and concisely, both orally and in writing.
  • Be on-call evenings or week-ends; work unusual/prolonged work schedules during emergencies or seasonally-caused circumstances.
  • Establish and maintain effective working relationships with those contacted in the course of work.


Two years if experience performing field work similar to that of a Water Distribution Operator. Must have possession of a valid California Class C driver’s license.  Possession of a California Water Distribution or Water Treatment Grade 2 certificate or higher is required (D-2).  Completion of “Operation of Wastewater Collections Systems” published by the Office of Water Programs, CSUS within six months of appointment or possession of (W-1) is required.

The Distribution Operator performs a variety of duties in the operation, installation, maintenance and repair of water distribution facility systems, including repairing main and service line leaks and breaks; installing, repairing and maintaining water system infrastructure such as water mains, gate valves, meter connections, angle stops, service pipes, corporation stops and appurtenances; responding to customer complaints; and other duties as required. This position is considered a “first responder” during emergency conditions; candidates must live within thirty (30) minutes travel time of Esparto, CA. Benefits package includes CalPERS retirement under PEPRA and medical, dental, vision and life insurance; voluntary deferred compensation, paid vacation and holidays. The successful candidate must pass a background check, pre-employment physical exam, drug screen and alcohol test.
